Decree on the recognition of the Republic of Abkhazia

1. Учитывая волеизъявление абхазского народа, признать Республику Абхазия в качестве суверенного и независимого государства.

"First, in the light of the expression of the free will of the Abkhaz people to recognize the Republic of Abkhazia as a sovereign and independent State;

2. Министерству иностранных дел Российской Федерации провести с Абхазской Стороной переговоры об установлении дипломатических отношений и достигнутую договорённость оформить соответствующими документами.

"Second, the Ministry for Foreign Affairs of the Russian Federation is to hold negotiations with the Abkhaz side on the establishment of diplomatic relations and on the agreement to prepare the appropriate documents;

3. Поручить Министерству иностранных дел Российской Федерации провести с участием заинтересованных федеральных органов исполнительной власти переговоры с Абхазской Стороной о подготовке проекта договора о дружбе, сотрудничестве и взаимной помощи и представить в установленном порядке предложение о его подписании.

"Third, the Minister for Foreign Affairs of the Russian Federation is authorized to hold, with the participation of interested federal bodies and executive authorities, negotiations with the Abkhaz side on the preparation of a draft treaty on friendship, cooperation and mutual assistance, and to submit those documents in the proper order for signature;

4. В связи с обращением Президента Республики Абхазия Министерству обороны Российской Федерации обеспечить до заключения договора, упомянутого в пункте 3 настоящего Указа, осуществление Вооруженными Силами Российской Федерации на территории Республики Абхазия функций по поддержанию мира.

"Fourth, in connection with the appeal of the President of the Republic of Abkhazia to the Ministry of Defence of the Russian Federation to ensure, before the conclusion of the treaty in paragraph three of this decree, the implementation by the armed forces of the Russian Federation of peacekeeping functions on the territory of the Republic of Abkhazia."

5. Настоящий Указ вступает в силу со дня его подписания.

5. The present Decree comes into force from the date of its signing.

The geographical inquiry of Abkhazia

Абхазия - расположена в северо-западной части Кавказа.

Abkhazia - is located in a northwest part of the Сaucasus.

Омывается Черным морем.

It is washed by the Black sea.

Площадь - 8,6 тыс. кв.км.

The area - 8,6 thousand in sq.km.

Протяженность территории с запада на восток 160 км, с юга на север 54 км.

Extent of territory from the West to the East of 160 km, from the South to the North of 54 km.

Длина береговой линии 240 км.

Length of a coastal line of 240 km.

Население: свыше 320 тыс. человек (по данным 2001г.) - абхазы, армяне, русские, грузины, греки, эстонцы, немцы, поляки и др. Городское население свыше 50%. Среди верующих в основном преобладают православные христиане. Государственные языки - абхазский и русский.

The population: over 320 thousand people (by data of 2001) - Abkhazians, Armenians, Russian, Georgians, Greeks, Estonians, Germans, Poles, etc. Urban population over 50 %. Among believing basically orthodox Christians prevail. State languages - Abkhazian and Russian.

Столица - Сухум.

Capital - Sukhum.

Климат: влажный субтропический, средняя температура января на побережье +4 +7 С, в горах от +2 до -2 С, в июле соответственно +22+24С. Осадков 1300-2400 мм в год.

Climate: damp subtropical, average temperature of January at coast +4 +7 C, in mountains from +2 to-2 C, in July respectively +22+24С. Precipitation of

1300-2400 mm a year.

Курорты - Гечрипшь, Гагра, Гудаута, Пицунда, Новый Афон, Сухум.

Resorts - Ghechripsh, Ghagra, Ghudauta, Pitsunda, New Athos, Sukhum.

На территории Абхазии находится 4 заповедника, 7 красивейших озер, около десятка рек.

In territory of Abkhazia there are 4 reserves, 7 most beautiful lakes, about ten rivers.

Горы занимают 64 % территории (наибольшая высота 4046 м - Домбай-Ульген).

Mountains occupy 64 % of the territory (the greatest height of 4046 m - Dombai-Ulgen).

Cвыше 55 % территории покрыто лесами.

More than 55 % of territory are covered by forests.

Морские порты - Сухум, Очамчира.

Seaports - Sukhum, Ochamchira.

Два аэропорта - Бабышера и Бамбоура.

Two airports - Babyshera and Bamboura.
